70-Unit Rental Project Planned for East Van Site

The Molnar Group has submitted a rezoning application for a 47,674 SF site at the corner of Hull Street and East 20th Avenue in East Vancouver.  The plan for the lots at 3560-3570 Hull Street and 2070-2090 East 20th Avenue is to rezone from the existing RS-1 to permit a 3.5-storey development containing townhouses, an apartment and a retained heritage house.

The proposal includes:

    • 70 secured market rental units
    • 41 3-bedroom townhouses, 28 one-bedroom apartment units, and one 2-bed heritage house);
    • A total density of 1.53 FSR;
    • A maximum height of approximately 50 ft.;
    • Relocation and designation of an existing heritage house at 2088 East 20th Avenue; and
    • 82 underground parking spaces.

This application is being considered under the Affordable Housing Choices Interim Rezoning Policy. The rezoning policy is relatively unknown even among the development community; it allows for higher densities for “affordable” rental or social housing on or near arterial streets. In this case, the large single family lots helped facilitate the proposal.

The architect for the project is Wensley Architecture.

Molnar acquired the site in July 2016 for $13,375,000, or $183 per buildable SF based on the application.

Mini-Storage Facility Planned for East Van Site

Krahn Engineering Ltd. has applied to the City of Vancouver for permission to develop a 39,1855 triangular shaped site at 2741 Skeena Street in East Vancouver. The site is directly West of the Grandview Walmart parking lot.

The proposal is for a new 5-storey self storage facility, consisting of:

    • Mini-Storage Warehouse uses on the second through fifth storeys;
    • a parkade on the first storey;
    • a total density of 3.0 FSR (117,555 sq. ft.); 
    • 27 parking stalls;
    • peak height of 100.00 ft.

Under the site’s existing I-2 zoning, the application is “conditional” so it may be permitted; however, it requires the decision of the Director of Planning.

A development application has been submitted for a 20,000 SF assembled site at 3625 Rae Avenue in the Joyce Collingwood area of East Vancouver.

The proposed plan for the site is a stacked townhouse development that includes:

  • 25 townhouse units;
  • 8 two-bedrooms, 8 three-bedrooms and 9 four-bedrooms;
  • a total density of 1.40 FSR;
  • one level of underground parking, having vehicular access from the North lane, on this site.

The application describes the design rationale: “The project consists of two buildings, one is 3 1/2 storey along North of the lane and one 2 1/2 storey massing fronting Rae Avenue to provide visual transition to the lower height neighbourhood.”

Under the site’s existing CD-1 zoning, the application is “conditional” so it may be permitted; however, it requires the decision of the Director of Planning.

The site was assembled in 2016 for $8,100,000 or $290 per buildable SF based on the application.

Apartment Building Planned on Small East Van Lot

Rejoyce Investment Corp. has submitted a rezoning application to rezone a single 38 x 112 ft. commercial lot at 4459 Rupert Street, between East 28th and East 29th Avenue. The building is to be called “The Monad on Rupert Street”, modeled after a similar 5-unit building constructed in Kits in 2010

The existing zoning of the 4,270 SF site is C-1 (Commercial), and the plan is to redevelop  site with  a 4-storey mixed-use building. This is a concurrent rezoning and development permit application.

The proposal includes:

    • 14 rental apartment units;
    • Four studios, 5 one-bedrooms & 5 two-bedrooms;
    • 2,424 SF of retail space;
    • A total density of 2.40 FSR;
    • A building height of 49 ft.; and
    • 9 parking spaces and 30 bicycle parking spaces.

A development application has been submitted for a 4-lot single family land assembly in the Norquay Village neighbourhood of East Vancouver. The RM-9A zoned site is located at 2652 Duke Street, just North of Kingsway.

A rezoning application has been submitted for a new rental apartment building for a site at the Southwest corner of Rupert Street and East 22nd Avenue; just down and across the street from a Rental 100 project, currently in final stages of rezoning approval. The site is currently improved with an older single-storey retail building.

The plan for the site at 3281-3295 East 22nd Avenue is to rezone from the existing C-1 commercial zoning to CD zoning to allow a 6-storey mixed-use project.

The application includes the following:

    • 55 market rental units;
    • 14 studios, 16 one-bedrooms, 18 two-bedrooms & 7 three-bedrooms;
    • 6,888 SF of ground floor retail space;
    • A total density of 3.03 FSR;
    • A building height of 72 ft.; and
